In addition, the Board of Selectmen may appoint up to two alternate members each for three year terms. Alternate member(s) may vote when a regular member is not in attendance.

The Town Manager or his or her designee and the Harbor Master and Assistant Harbor Master shall serve as ex officio members. All appointed members shall serve three-year terms.

B. The duties of the Advisory Committee shall include: (1) The general review of the operation and maintenance of the waterfront area. (2) The annual review and recommendation to the appropriate Board of Selectmen committee of fees for guest moorings, private moorings and float use. (3) The planning for further development and improvement of harbor activities including dredging activities. (4) The planning and review of boating activities and development within the overall harbor jurisdiction. (5) Maintenance and implementation oversite of the Harbor Plan. (6) Guidance to Harbor Master when requested.

C. The Harbor Advisory Committee shall be advisory in nature, and any complaints, recommendations or other requests shall be addressed to the Town Manager or his or her designee for further action. No appointed member shall serve more than two complete consecutive terms unless waived by the Board of Selectmen.

D. All members shall attend an annual orientation meeting to be scheduled each calendar year after new members are appointed by the Board of Selectmen.

E. The Advisory Committee shall meet at least quarterly and, prior to December 31 of each calendar year, shall prepare and submit to the Board of Selectmen an annual report outlining its activities during the preceding twelve-month period.
